Officials said club managers had ignored repeated demands from authorities to change the interior to comply with fire safety measures. According to local club members the manager did not care for the persistent demand of the members to keep a fire safe standard.

Authorities quickly arrested 2 registered co-owners of the club, its managing director and two other suspects.
