It sounds like you are asking for an application that would require custom development.
Allowing users to log in and see personal pool specific information is not a simple html page you are going to create. It is going to require a database to store usernames / passwords along with programming logic to pull the user information from a database once they log in.
You can start with godaddy.com to purchase the ‘domain name’ (ie. yourcompanyname.com). After you own the domain name you will have to hire a company to host / serve up your content and keep the databases your application will rely upon.

A website is an advertising tool. Yes it could do what you are asking but do you think your customers really care? Do you think they are going to want to remember another userID/password combination just so they can check their ‘chlorine pressure’? Do you want to pay someone for the time necessary to set up a datasbase and continually update it by hand?
The only way I would think such a thing was practical was if you had VERY high end clients and wanted to sell them a remote wireless chlorine / temperature guage that automatically collected the data and forwarded it too your server. Then at least, you have something to sell: ’round the clock water quality monitoring. Its something you could monitor for the customer and book appointments based on their health and safety needs. ka-ching!

Well, if you know nothing about web design, then you probably need to hire someone to build the website.
However, if you want to learn it on your own, I would start with a Cascading Style Sheet Template. Just look for CSS templates on the web and download a free one. Then get a program like Microsoft Web Expression or Frontpage to edit it.
You can do some basic editting without knowing HTML and CSS. However to get your business site the way you want it, you are going to have to learn to develop HTML and CSS code.
Once you have a built site, you will then need to upload it to a web server (host server). Note that if you have broadband cable/dsl, then your service provider probably has set aside space on their server for a personal web page. Contact your ISP to verify.

First you will need to buy a domain name such as ‘mypoolcleaningbusiness.com’. This will cost you anywhere from $5 to $10.
Then you will need website ‘hosting’ so you can put up content on the site, this costs about $5 dollars a month, or usually cheaper if you buy a whole years worth. If you buy this as a package on Godaddy.com, you can also get free email addresses using your own websites domain name. Lastly you can use an editing program such as Microsoft Expression Web or Microsoft Frontage to easily edit and creat webpages.

seems like you are looking to start a informational website, not an online retail store(e-store). Informational websites are quite easy to make. First you need to buy a domain name, either .com, .info etc. Secondly you need your pages (html, css etc). You can buy a pre-designed template from a domain retailer like GoDaddy ( I strongly recommend).
Most of the pre-designed templates are easy to setup. So unless you are familier with web design, I suggest just buy a package(template plus domain.)

if you plan on making your site look through godaddy.com first and get a feel of what they are about.
once you have your domain you want (youcompany.com) You need a host. Godaddy.com also hosts sites. Depending on how many pages and space you want your website to be hosted on prices range from $4.99+ a month.
Godaddy also has what they call website tonight which could help you build your new site in a matter of hours.
Be sure to call customer service and ask what works for you.

I bought a program at Office Depot Called WEB EASY.
You don’t have to know code and can set it up pretty easy.
Also I use a host parcom.net it costs me $50 a year.
